I generally recommend Hill’s Wholesale Gaming since they often have the best prices on packs. For beginners, the 9 pack lots of Revolution or Ocean’s Edge could be a great start. They might have a relatively high cost of shipping to Canada, but that might be the case for any stores that aren’t in Canada.
I can’t afford to sell my new ships for only ~$2 each, and as a result haven’t made a starter pack/etc of my own yet.Thanks,

I take it that cannon rolls and Mortar rolls are considered different for game play purposes? Not that you’d be able to stack the bonuses, since Bomb Vessel prevents that.
Not different for gameplay purposes other than what’s part of the keyword (such as no bonuses beyond the fort one).
