With no island involved in the transfer I think it would work. I don’t see anything in the Ransom keyword or its Code entry that prohibits transferring a Ransom crew between friendly ships
That part is covered by the general transfer ruling. I can’t recall if it was originally made specifically because of Ransom crew, but it definitely does apply to them:
Transfer, Load, and Unload
-A “transfer” occurs any time cargo is moved from one location to another, whether it is through the use of an
explore action, a boarding action, an ability, or any other means.–“Load” and “unload” refer to transfers in a specific direction, either on or off a ship, respectively.
