Yes. The keyword text about shooting at them is non-specific about the type of island.

The Cursed are starved for good sources of Extra/ Same actions, without re-using one of their few existing ones.

I suspect Maortiheel the Exalted One will see action mostly on gunship builds, though putting him on the Grinder or Hades Realm would make for an interesting Hybrid scenario.

I have a question about forts. When you’re shooting at a fort, do you have to aim for the fort itself, or would hitting the island it is built on be enough to target it?

You can target any part of the fort or its baseplate. Exposed parts of the island underneath don’t count, but also won’t block lines of fire.
